What is GOST 28422-89?

GOST 28422-89

GOST 28422-89 is a Russian (Soviet-era) national standard covering the technical requirements for leather used in military footwear. It sets what the leather must achieve on chemical composition, tensile strength, resistance to grain cracking, elongation under stress, and resistance of the finish to repeated flexing. Russian and CIS military boot buyers test leather against it before an order is placed.

The standard governs the leather itself, not the finished boot. It groups requirements into chemical properties (including moisture content, chromium oxide content and solvent-extractable substances), tensile strength, the stress at which the grain surface cracks, elongation at a given stress, and the finish's resistance to repeated flexing. Each is a physical test on the material, so leather either passes or it does not — there is no paperwork route around it.

This is why GOST decides who gets the order. A Russian or CIS military programme specifies the leather standard up front, and a factory that has not worked to it will often only discover during sampling that its leather cannot reach the required values. At that point the buyer has lost weeks and is back to sourcing.

It happened on a programme we now run. A Russian buyer took our quote, found a cheaper factory, and placed the sample development there — that factory could not meet the GOST 28422-89 leather-testing requirements or match the construction, and the buyer came back to us and asked us to build strictly to the spec. About a month of sampling later they placed their first order.
