How long does sampling to a military spec take?
On our Russian military boot programme it took roughly a month of sampling, iterating until the confirmation sample fully met the material and build requirements. We would rather iterate than propose a substitute material that "should be fine" — that is how the previous factory lost the order.
Why should I not just take the cheapest quote?
